ok, a balanced budget is good most of the time, but a constitutional amendment would be stupid! (if not crazy!)
suppose we have another crisis. how does the govt spend what it needs to spend?
even if the amendment lets congress do deficit spending with a supermajority vote, you know one party might block it out of ideology or for political gain, even if it would've helped create jobs.
you know it because that's what they're doing now!
