    I don't think there's as much confusion as it seems. Breyer is right: integration is threatened, because although Kennedy's quirky "you can still consider race in some cases if there are compelling" type dissent could conceivably be used to help save some integration plans...

    ...schools will likely just try to avoid lawsuits by ditching integration attempts entirely, and segregation will win the day.
